HP Human Rights Commission Seeks Report on Four-Year Denial of increment, Financial Benefits and Why Quorum is not Complete?
Shimla: The Himachal Pradesh Human Rights Commission has directed the respondent authorities to submit a report explaining why a complainant has allegedly been denied annual increments and other admissible financial benefits for the last four years.
The direction was issued by Justice C.B. Barowalia, adhoc Chairperson of the HP Human Rights Commission-cum-Single Bench, while hearing Complaint No. 224/2024, Ritu Sareen versus Ajay Kapur and others, on June 23, 2026.
During the hearing, the complainant submitted that she had not received any increment or other financial benefits being extended to other employees for the past four years.
The Commission noted the submission and directed the respondent to furnish information regarding the reasons for withholding the increment and other admissible benefits.
Counsel for the respondent, along with the Law Officer, informed the Commission that the matter would be examined again in consultation with the Human Resource Officer and necessary action would be taken before the next hearing.
The Commission also directed its Secretary to communicate with the Himachal Pradesh Government regarding completion of the Commission and to file a report on the action taken by the next date of hearing.
The complainant further stated that the respondent had been asked to provide information regarding the denial of increments and benefits, but the information had not yet been supplied.
Taking note of the submission, the Commission directed the respondent to file a report specifically dealing with the issue of increments and financial benefits.
The matter has been listed for August 6, 2026.
