Shimla, May 30 — Security agencies are on high alert in Himachal’s capital after a shocking development.
Army Intelligence has detained a suspicious youth from the RTRACK area of Shimla on Friday, suspecting his involvement in espionage and possible links to recent bomb threats targeting government offices in the city.
Sources say the youth was spotted acting suspiciously near a sensitive army zone. He was immediately taken into custody by the Army and interrogated at multiple locations.
Preliminary suspicion suggests he may have been leaking confidential military information to Pakistan or another foreign country.
After initial questioning, the Army handed him over to local police for further investigation. His identity has been kept under wraps for now.
This fresh arrest is now being linked to a series of recent high-alert incidents that have followed the launch of Operation Sindoor — a joint crackdown on sleeper cells and intelligence leaks.
Just two days ago, police arrested another suspect in Dehra, Kangra district, who is currently on police remand.
Shimla SP confirms to media:
“The youth was picked up by the Army and is currently under interrogation.
We are probing every possible angle, including his potential connection to the recent bomb threats targeting Shimla’s government offices.”
With threats of blasts looming and suspects being picked up one after another, intelligence agencies are treating this as a serious national security concern. Officials say more arrests could follow as the net widens.
Govt Move to Reclaim 500 MW Dugar Hydel Project from NHPC Put on Hold Amid Court Case

The Himachal Pradesh government’s plan to take back the 500 MW Dugar Hydroelectric Project from NHPC has been paused, as the matter is currently under judicial scrutiny in the High Court of Himachal Pradesh.
As per a letter from the Directorate of Energy, the Council of Ministers, in its meeting held on April 5, 2025, had approved two key decisions:
1. The Dugar Hydroelectric Project, initially allotted to NHPC, may be taken back.
2. An independent evaluator may be appointed to assess the actual expenditure incurred by NHPC on the project.
However, NHPC, in its official communication to the state government, has requested that the decision be kept in abeyance until the High Court gives its ruling.
Adding weight to the government's decision is the fact that there has been no physical work progress at the project site ever since the project was allotted to NHPC. Despite being handed over years ago, NHPC has failed to initiate any substantial groundwork or infrastructure development on site, sources confirmed.
The Dugar project, located in the remote Lahaul-Spiti and Chamba region, is seen as a vital asset in Himachal’s green energy roadmap. The state's move to take it back is being seen as a push for accountability and faster execution of delayed hydro projects.
For now, the file is in limbo—waiting on the High Court's decision before any further action can be taken.

Cyber Criminals Turn Global: CBI Busts Indian Syndicate Duping Japanese Citizens in Fake Tech Support Scam
New Delhi, May 29 – Indian cyber crooks are now going global, and their latest victims aren’t even in the country. In a major crackdown under Operation Chakra V, the Central Bureau of Investigation (CBI) on Tuesday busted a transnational cybercrime syndicate targeting Japanese citizens in a slick tech support scam.
Acting on solid intel, CBI teams swooped down on 19 locations spread across Delhi, Haryana, and Uttar Pradesh. By the end of the day, six alleged masterminds were behind bars, and two shady call centers—set up to look like legit customer support hubs—were shut down.
The gang’s modus operandi was simple but effective: pose as tech support reps from big names like Microsoft, scare foreign users into thinking their devices were hacked, and then coax them into transferring money to so-called “mule accounts.”
All of this was done from inside India, but the victims were sitting thousands of kilometers away in Japan.
The CBI said it had registered a formal case after getting credible input on cyber syndicates fleecing foreign nationals—especially targeting Japanese citizens.
Once the case was live, the agency roped in the National Police Agency of Japan and cybercrime teams at Microsoft.
The international coordination helped nail down the structure of the syndicate and eventually led to the multi-state raids.
During the searches, CBI officials recovered heaps of digital and physical evidence showing the scale of operations.
Early findings suggest the syndicate relied on a mix of technical trickery and psychological manipulation—classic social engineering—to dupe their targets.
This operation underscores a troubling trend: cyber criminals are no longer just after local wallets.
They’re scaling up, setting up call centers like proper businesses, and picking off victims across borders.
A senior CBI officer said, “Cybercrime is evolving fast, and we’re evolving faster.
Operations like Chakra V are part of our firm resolve to hunt down digital fraudsters—no matter where the victim is.”
As cybercrime grows into a global racket, the CBI says it will continue to bolster its cyber investigation capabilities and work with international partners to ensure cyber crooks don’t get a free run—at home or abroad.
Negligence in HP Health Dept Lets 45 Docs Walk Away from Bond, Court Slams Officials

In a major embarrassment for the Himachal Pradesh Health Department, the High Court has pulled up officials for their "sheer negligence and callous attitude," which allowed 45 postgraduate doctors to walk away from their mandatory service bonds—costing the state dearly.
HP High Court has literally caught the health Ministery and its officials Napping showing how least bothered are they.
These doctors had pursued their PG courses at state expense and had signed a bond promising to serve the state for two years post-degree.
But thanks to bureaucratic delay, the Directorate of Health Services (DHS) and other concerned authorities failed to issue their field posting orders within the stipulated one-month period after the declaration of results.
As per Clause 6.8.2 of the PG/Super Speciality Policy dated February 27, 2019, if the government fails to issue posting orders within a month, the bond condition becomes null and void for "direct candidates."
Taking advantage of this loophole—caused by administrative apathy—the 45 doctors have been legally permitted to exit the bond.
The Court didn’t mince words and directed the Minister-in-Charge of the Health Department to take appropriate legal action against the erring officials responsible for the delay.
The Court emphasized that such negligence cannot be allowed to repeat, especially when it leads to such significant losses to the state exchequer and shortage of specialist doctors in government hospitals.
