Transfers Shut, But CM Holds the Key: Blanket Ban on Teacher Transfers Raises Eyebrows
Shimla, June 4: In a move aimed at maintaining academic continuity, the state government has slapped a blanket ban on the transfer of teaching staff in all government schools and colleges from June 5, 2025 until the end of the 2025-26 academic session.
But the story doesn’t end there. As per the official notification, only the Chief Minister now holds the power to allow any exception — a clause that speaks volumes about how the system continues to centralize control under the garb of “academic discipline.”
While the ban is being justified in the name of students' welfare, teachers’ unions and critics are questioning the selective crackdown.
“Why only teachers? Are they not government employees like others — engineers, clerks, or police personnel — who continue to enjoy transfer options?
Why is their right to movement being crushed year after year?” asked a senior lecturer in a government college.
The critics argue that this repeated muzzling of teachers' fundamental service rights, without applying the same standards to other government departments, reeks of discrimination and administrative high-handedness.
“There’s always this assumption that teachers are to blame for learning gaps, so keep them chained to one post, regardless of their personal, medical, or family issues.
But no such morality is imposed on other babus,” said a spokesperson of a prominent teachers' association.
Also, the so-called “exception route” through the Chief Minister’s nod has become a hotbed of lobbying and favoritism, they allege.
"Those with connections get their way, and those who follow the rules suffer silently."
While the government’s aim to ensure a smooth academic session is understandable, many feel that a transparent, time-bound, and grievance-based transfer policy would be far more effective than sweeping bans that push genuine cases into political corridors.

Himbumail.com Impact Story
Shimla, June 4, 2025:
Bowing to public pressure and widespread criticism, the Himachal Pradesh government has rolled back its controversial move to limit free diagnostic tests in government hospitals.
The original decision—revealed in a government circular dated May 16—had sparked outrage after Himbumail.com broke the story and questioned whether even basic healthcare was becoming unaffordable for the common citizen.
What Was the Issue?
According to the earlier order, the government planned to offer 133 lab tests and X-rays free only to 14 select categories—including cancer, TB, HIV patients, pregnant women, senior citizens, differently-abled persons, widows, orphans, and BPL families.
All other citizens would be entitled to just one free annual health check-up, and additional tests would be chargeable through agencies selected under a PPP (Public-Private Partnership) model.
The decision to outsource diagnostic services and allow user charges for the general public triggered sharp criticism.
Public Outrage and Media Impact
The report published by Himbumail.com raised concerns about the erosion of free public healthcare.
Social media soon erupted with backlash, with citizens asking:
“When public hospitals already lack doctors and facilities, is the government now asking us to pay for basic tests too?”
Government Issues Clarification After Uproar
Faced with growing protests, the Health Department issued a clarification. The new circular confirms that:
All 14 categories will continue to receive free diagnostic tests and X-rays throughout the year in government health institutions.
Every citizen of the state will also be entitled to one free annual medical check-up.
Only those not covered under the 14 categories will have to pay charges—and only beyond the free annual check-up.
What the Health Secretary Said
The clarification, issued with approval from the competent authority, states that while a vendor will be selected under PPP mode to expand testing facilities, no charges will be levied on the exempted groups. In-house labs and private partners will charge only those outside the exempted list.

The big question now: Will the government implement this in letter and spirit at the grassroots level?
Fake Profile, Real Scam!
Cyber fraudster who duped Dehradun man of ₹50 lakh using fake female doctor profile arrested from Delhi
Dehradun, June 4 — A man who created a fake social media profile posing as a female doctor and defrauded a Dehradun resident of ₹50 lakh has been arrested by the Cyber Crime Police Station of Uttarakhand Police.
According to officials, the accused used forged documents and false identity to blackmail and extract money from the victim.
The scam involved manipulating personal information and creating a convincing fake persona to gain the victim's trust.
His name is not revealed so far by the police.
The police tracked the accused to Delhi, where he was apprehended in a well-planned operation.
He is now in custody and will be brought to Dehradun for further investigation.
Authorities have urged citizens to remain cautious of suspicious profiles on social media and to immediately report any fraudulent activity.
Chandigarh/Hisar, June 4, 2025:
In a major breakthrough in its crackdown against online child exploitation, the Central Bureau of Investigation (CBI) has arrested an individual from Hisar, Haryana, accused of repeated sexual assault, rape, and exploitation of many minor girls, along with the creation and circulation of child sexual abuse material (CSAM).
A senior official from the agency confirmed:
“This case was detected independently by CBI, without any prior complaint from the victims or families.
The abuse had been going on for a significant period.”
Case Triggered by Tipline & INTERPOL Database
The CBI had registered an FIR on May 29, 2025, after identifying disturbing CSAM images and videos during a routine analysis of data from INTERPOL’s ICSE database and Cyber Tipline reports provided by Google to the Indian Cyber Crime Coordination Centre (I4C), Ministry of Home Affairs.
“The digital trail pointed to a specific location in Hisar.
Through cyber forensic tools, we matched visual data and zeroed in on the accused’s identity and residence,” said the source.
Search Operation Yields Electronic Evidence
Acting swiftly, the CBI carried out searches on June 3 at the suspect's residence. Officials recovered electronic devices containing CSAM, and also identified multiple minor victims.
“The evidence confirms the accused was involved in rape, penetrative sexual assault, and pornographic filming of children.
The victims had been threatened into silence,” the official added.
Accused Arrested, Victims Under Protection
The accused has been arrested under relevant sections of the Protection of Children from Sexual Offences (POCSO) Act, the Information Technology Act, and the Indian Penal Code.
“The children are being counselled and protected. We are expanding the probe to check if this material was shared on larger platforms or networks,” CBI sources stated.
Investigation Ongoing
Officials confirmed that the investigation is still active. More digital evidence is being analyzed, and forensic teams are verifying whether other individuals or accomplices were involved.
“This is a clear case of prolonged exploitation that was uncovered purely through cyber vigilance and inter-agency cooperation,” a senior CBI officer said.

Hospital Fee Generates Row in Himachal: “Cruel Joke on the Poor,” Slams BJP MLA Dr Janak Raj, former HoD Neurosurgery, IGMC Shimla...
Shimla, June 4, 2025
The Himachal Pradesh government’s move to charge ₹10 for OPD slips and impose fees on 133 diagnostic tests from June 5 has sparked outrage, with BJP MLA Dr Janak Raj calling it “a cruel joke on the poor and a direct assault on constitutional rights.”
“A daily wager earning ₹300 can’t afford this. It’s not reform—it’s exploitation,” said Dr Janak, former HoD, Neurosurgery, IGMC Shimla.
He slammed the Congress-led Sukhu government for ignoring Article 21 of the Constitution and key Supreme Court rulings that mandate free healthcare access.
“Instead of fixing broken PHCs and clearing Himcare dues, the govt is taxing the sick. This only helps private hospitals,” he said.
Calling for immediate rollback, he demanded exemptions for BPL families, the elderly, and the disabled.
“Healthcare is a right, not a revenue source. Tax the rich—not the poor,” he hit out.
With public anger rising, the move may turn into a flashpoint for the ruling government.
