The investigation stems from two cases initially registered by the Himachal Pradesh Police in May 2022.
These cases, filed at the Gaggal and CID Police Stations, highlighted allegations of irregularities and paper leak in the HP Police Constable Recruitment Exam conducted on March 27, 2022.
According to the CBI, following a request from the Himachal Pradesh Government, the Department of Personnel and Training, Government of India, authorized the CBI to probe the matter.
The investigation has unearthed a well-organized conspiracy involving middlemen from various states including Bihar, UP, Himachal Pradesh, Uttarakhand, Delhi, and Haryana.
According to the findings, two individuals from Bihar orchestrated the conspiracy, collaborating with accomplices to obtain and distribute the question papers in exchange for hefty sums ranging from Rs. 3 lakh to Rs. 5 lakh.
The investigation also revealed financial transactions totaling around Rs. 1.25 crore among the accused during the relevant period.
Several private institutes located in Nalanda (Bihar), Kangra (HP), Rohtak (Haryana), Delhi, and Jammu were found to be complicit in the leak and have been named in the chargesheets.
Their details have been forwarded to the National Testing Agency (NTA) for further action.
Moreover, the involvement of former public servants from various departments such as Indian Railways, the Education Department of HP, the Electricity Board, Chandigarh Police, Delhi Government, as well as ex-servicemen and officials from Defence Accounts & Audit, has also surfaced during the investigation.
This development underscores the widespread nature of the paper leak scandal, with its ramifications extending beyond state boundaries.
