Ministry of Home Affairs (MHA) and the Prime Minister's Office (PMO) are actively monitoring essential rule of law measures, including the Crime & Criminal Tracking Network and Systems (CCTNS), Inter-Operable Criminal Justice System (ICJS), and Investigation Tracking System for Sexual Offences (ITSSO).
To gauge the performance of the CCTNS Project across all Indian states and union territories, the MHA has established predefined parameters within the PRAGATI system.
Himachal Pradesh's remarkable achievement extends beyond the hilly regions, securing the top spot among Hilly and North East States and the second position at the national level in the latest CCTNS PRAGATI ranking, released by the National Crime Record Bureau (NCRB) on October 1, 2023.
This impressive feat involved surpassing several advanced states that previously dominated the All India CCTNS performance.
The success can be attributed to the dedicated and collaborative efforts of field-level police officers and the State-level CCTNS team at the State Crime Records Bureau (SCRB), all operating under the capable guidance of senior officers overseeing the CCTNS project.
Additionally, the MHA has also unveiled the Inter-Operable Criminal Justice System (ICJS) rankings, where Himachal Pradesh Police claimed the top position among Hilly States and the second position nationwide.
The ICJS initiative aims to facilitate the seamless exchange of data and information across different facets of the criminal justice system, including courts, police, jails, and forensic science laboratories, all from a unified platform.
Moreover, the investigation of cases involving sexual offences against women and children, as per Section 376 of the Indian Penal Code and/or the Protection of Children from Sexual Offences (POCSO) Act, is now closely monitored through an online module called the Investigation Tracking System for Sexual Offences (ITSSO).
This system, initiated by the MHA, mandates that State Police complete investigations of such cases within 60 days.
Impressively, Himachal Pradesh Police ranks fifth in all of India, boasting a remarkable compliance rate of 90.53%.
