The District Magistrate explained that many migrants come to Shimla seeking employment, including those working as hawkers, street vendors, and in similar jobs under contract with contractors or employers. Unfortunately, some of these migrant workers have been found to be involved in criminal activities based on police investigations.

The lack of proper identification poses challenges for the administration and police in identifying criminals and maintaining law and order.

Such situations can lead to an increase in crime and pose a threat to government property and people's safety.

To address this concern, the Deputy Commissioner emphasized that migrant laborers or workers arriving in Shimla must inform the local police station about their arrival and work before engaging in any job.

Failure to comply with these orders will result in both the laborer and the employer being held responsible, and action will be taken against them under Section 188 of the Indian Penal Code, which deals with disobedience of official orders.
