NEW DELHI: Against the backdrop of the catastrophic Gyirong–Rasuwa flash floods in central Nepal, Indian Union Minister Piyush Goyal has squarely blamed Europe and the United States for driving the global climate crisis while forcing developing South Asian nations to pay the heaviest price.

Himalayan Disaster Highlights Climate Vulnerability

The urgency of the region's climate vulnerability was brought into sharp focus following the devastating August 2026 glacial collapse in the Langtang Lirung massif along the Nepal–Tibet border. Triggered by rapidly warming mountain temperatures and accelerating glacial instability, a massive rock-and-ice avalanche unleashed a 100-kilometer torrent of water, mud, and debris across central Nepal’s Rasuwa, Nuwakot, and Dhading districts.

The disaster claimed over 1,450 lives, left more than 5,200 missing, and wiped out 27 hydropower stations and over 7,500 homes—prompting Nepalese authorities to warn that Himalayan nations are bearing a disproportionate share of a crisis they did not create.

‘The Problem Was Caused by You’

Echoing the frustration of the Global South during an address in Berlin, Goyal took direct aim at Western industrial powers—chiefly Europe and the US—as the primary historical culprits behind global warming and extreme weather events.

"Who's responsible for this mess in the first place? Where did the ozone layer get damaged? Who sent all that carbon into the atmosphere?" Goyal asked European policymakers. "The problem was caused by you."

Goyal highlighted the stark disparity between historical responsibility and current vulnerability:

 * Population vs. Pollution: India represents 17% of the global population (1.4 billion people) yet accounts for less than 3% of historical carbon emissions. Conversely, Europe and North America represent a small fraction of the world’s population while contributing the vast majority of historical greenhouse gases that are now melting Himalayan glaciers.

 * Per Capita Footprint: Even today, Europe’s per capita environmental impact and carbon emissions remain seven to eight times higher than India’s.

 * Growth and Clean Energy: Despite needing to secure food and energy for 1.4 billion citizens, India is driving one of the world's fastest-growing clean energy programmes and remains deeply rooted in a circular economy.

Rather than imposing punitive green trade barriers on developing economies, Goyal argued that Western nations must take accountability for the cumulative emissions fueling disasters across the developing world and fulfill their long-overdue climate finance pledges.
