HPSEBL Chairman in Dock: Ex-Convener and Chairperson of Anti-Corruption Front, Seeks Vigilance Probe, Alleges Corruption and Vendetta

Former Convener of HPSEBL Employees & Engineers Joint Front, Er. Suneel Grover, has accused current HPSEBL Chairman Sanjay Gupta of corruption, misuse of power, and targeting whistleblowers, demanding his immediate removal and a high-level vigilance probe.
In a letter to CM Sukhvinder Singh Sukhu, Grover called Gupta’s actions a “clear abuse of office,” alleging that Gupta orchestrated a press note to defame him and pushed for an FIR over a 15-year-old project proposal.
> “He’s trying to frame me for a decision taken 15 years ago when I was in a stopgap role for six months. Just because he can't initiate disciplinary action, he’s misusing the FIR route,” Grover said.
He also accused Gupta of silencing Joint Action Committee leaders through transfers and charge sheets, claiming,
> “Whistleblowers are being hounded, and honest officers are facing false vigilance cases.”
Grover flagged manual payments to favoured contractors, bypassing HPSEBL’s SAP system, and blamed Gupta’s tenure for ballooning losses from ₹1,900 Cr to ₹3,700 Cr.
The letter also highlights Gupta’s past brushes with the law — including a 2009 bribery case where he was allegedly caught with ₹3 lakh in cash and placed under suspension.
> “Despite facing three FIRs, prosecution was denied by exploiting legal gaps. And now, the same man is misusing his post to target others,” Grover wrote.
Demands Made to CM:
Immediate removal of Sanjay Gupta.
Vigilance probe into his financial dealings.
Withdrawal of charge sheets and FIRs against JAC leaders.
Review of manipulated affidavit submitted in a case before the High Court.
“Sheltering the corrupt will taint the government too. The rot in HPSEBL must be stopped,” Grover warned.
