‘No Jobs For Youth, Create Jobs Instead For Yourself’: HP Governor Pushes Entrepreneurship Rhetoric Under PM Modi’s Viksit Bharat Banner

SHIMLA — "No jobs for youth, create jobs instead for yourself"—this appeared to be the blunt underlying message as Himachal Pradesh Governor Kavinder Gupta unveiled a 100-day youth development roadmap at Dr. Yashwant Singh Parmar University of Horticulture and Forestry, effectively offloading the burden of rising unemployment onto students while packaging it under Prime Minister Narendra Modi’s ‘Viksit Bharat-2047’ umbrella.

Addressing students and faculty at the Solan-based campus, Governor Gupta, who is also Chancellor of the university, stressed a "dire need" to transform the mindset of educated youth from job seekers into job creators.

In doing so, Lok Bhavan has sidestepped acute state-level concerns—including a crippling shortage of formal employment, mounting government recruitment delays, and underfunded university research wings—in favour of championing self-reliance and entrepreneurship aligned with New Delhi's political lexicon.

The initiative stems from the Chancellor’s newly constituted Inter-University Viksit Bharat Task Force, an apparatus critics view as an attempt to streamline state-run academic institutions along central political narratives.

While the Governor framed the 100-day timeline as an avenue to unlock opportunities in horticulture, agroforestry, and beekeeping, faculty circles and youth groups have questioned whether short-term training can genuinely compensate for the absence of institutional hiring and stable economic avenues in the hill state.

Vice-Chancellor Prof. Harminder Singh Baweja pledged a dedicated monitoring team to track the roadmap's progress, but skepticism remains high.

Observers argue that by urging young graduates to fend for themselves while scoring brownie points on the Centre's agenda, the gubernatorial push turns routine academic administration into a convenient political vehicle rather than addressing the state's hard employment realities.
