MoHUA Approves ₹47.37 Crore for Setting Up Municipal Shared Service Centres in Himachal.

Shimla, October 15 — The Ministry of Housing and Urban Affairs (MoHUA) has approved a grant of ₹47.37 crore for establishing Municipal Shared Service Centres (MSSCs) in Himachal Pradesh, PWD Minister Vikramaditya Singh said here today.

 

He said the approval came as a result of the initiative and consistent efforts of the state government to strengthen urban governance and improve municipal service delivery across the state.

 

Under this project, 15 MSSCs will be set up to serve 74 Urban Local Bodies (ULBs) as recommended by the 15th Finance Commission. “These centres will help tackle key challenges like shortage of manpower, limited financial resources, and lack of technical support faced by ULBs,” the Minister said.

 

Vikramaditya Singh added that the MSSCs would function as one-stop facilitation hubs, giving citizens transparent and uniform access to municipal services — including birth and death certificates, trade licenses, pet registrations, property tax payments, garbage bill collection, and grievance redressal — similar to the model of Passport Seva Kendras.

 

In addition, these centres will act as centralized units for accounting, payroll management, and vendor payments for ULBs, and will also enable doorstep tax and bill collection services in smaller towns to ensure convenience and efficiency.

 

The Minister informed that MoHUA will release the funds in two tranches — with 50% (₹23.68 crore) already sanctioned as the first installment, and the remaining amount to be released upon operationalization of the centres.

 

To ensure inclusive implementation and greater citizen outreach, Self-Help Groups (SHGs) and Non-Governmental Organizations (NGOs) will be involved in delivering services at the ward level and spreading public awareness.

 

“This initiative underscores the government’s commitment to strengthen ULBs and promote participatory, efficient, and sustainable urban governance in line with the vision of ‘Swachh Shehar, Samridh Shehar’,” Vikramaditya Singh said.
