DHARAMSHALA, SEPTEMBER 5:

The arrest of Nek Ram may be only the visible tip of a much larger land scandal. With the State Vigilance & Anti-Corruption Bureau (SV&ACB) tracing land transactions worth nearly ₹13 crore in the names of Nek Ram, his wife and mother, the investigation has put alleged revenue record manipulation, forged documents and suspicious land transfers under the scanner.

Nek Ram was arrested on September 1 in FIR No. 01/2026 and produced before the court on September 2, which granted police remand till September 5.

The case involves alleged manipulation of revenue records, forged signatures, suspicious documents and execution of General Power of Attorney (GPA) used for subsequent land transfers.

But the bigger issue now is who was actually benefiting from these transactions. Who are the kingpins as simpleton Nek Ram could be used as a conduit by the kingpins, say experts.

The Bureau is examining whether Nek Ram acted as a conduit for a prominent politician and certain public servants. If so, his arrest alone cannot bring the investigation to its logical conclusion.

The real test will be whether investigators trace the money, identify the ultimate beneficiaries and establish who directed or facilitated the transactions.

The role of revenue officials is equally critical. If government or forest land records were manipulated or original records went missing, investigators must establish how such irregularities occurred within the official system, who handled the records and whether any officials deliberately facilitated the transfers.

So far, however, the Bureau has not named the alleged politician, public servants or revenue officials whose roles are reportedly being examined.

That leaves several questions unanswered: Who are the real beneficiaries of the ₹13-crore properties? Where did the money come from and where did it go? Who authenticated or processed the disputed revenue records? Why did original records go missing? And if Nek Ram was allegedly a conduit, who were the real kingpins?

Nek Ram is scheduled to be produced before the court again on September 5. The vigilance probe is continuing.

The investigation will therefore be judged not simply by the arrest of Nek Ram, but by whether it reaches beyond the alleged frontman and exposes the political, bureaucratic and financial network, if any, behind the land deals.
